Extend the Declarant Control Period to enable the Declarant to continue adding new Phases to The Groves at New Kent so the initial 155 homes in Phase One (our community) and the new homes in Phases 2, 3, etc. will all be a part of one larger community.
During the Declarant Control Period, the developer must maintain control of the decision-making process, but has garnered goodwill from homeowners by seeking their input on key decisions and by setting up homeowner committees to advise him of the wants and needs of the community. Building this type of relationship will make the eventual transition to a homeowner managed HOA easier.
One of the primary functions of the HOA is to enforce and ensure that these CCRs, which control how homes look and what can be done to alter them, are adhered to by individual homeowners.
